Project Development Coordinator – Job Description
Arbroath on the Northeast coast of Scotland is the largest town in Angus with a population of25,000. Once a thriving industrial and fishing town has in recent years, been suffering a
process of decline This is particularly true in the High Street resulting in the closure of banks
numerous local retailers and other businesses, and the withdrawal of services, such as the
Visit Scotland Information Centre. Although the decline has been ongoing for several years it has worsened in 2020 as a direct result of COVID-19.
Background
The Scottish Court Services announced in late 2013 that the former Arbroath Courthouse,
was scheduled for closure. At the same time several organisations, businesses and
individuals had started to discuss major issues in the community related to the run-down
physical nature or the centre of Arbroath and the impact this had on community self-esteem.
In 2014 Arbroath Courthouse Community Trust (ACCT) was set up with the intention of
purchasing the building to create a Community Hub that would provide a facility central to
the town addressing needs within this area and helping to regenerate the High Street. The
journey to bring the former Courthouse into community ownership had started.
Aims of the Project
The overall aims of the project are two-fold; to provide a community facility that will have a
positive effect on the people who use it, building community self-esteem and confidence and
addressing the physical nature of the town centre by renovating a historic building and
bringing it back into public use. The Project Development Coordinator will work alongside the trustees to:

  • Deliver a programme of initiatives throughout the year that will have an economic and
    social impact.
  • Develop a high-quality, environmentally sustainable, and fully accessible, mixed-use
    anchor building capable of responding to community needs for the future.
  • Create good quality full and part-time jobs and through the range of partners using the
    facility, provide career development opportunities.
  • Provide inspirational spaces for the whole community where new opportunities can be
    created through sharing and development of skills and knowledge.
  • Safeguard two important listed buildings in the heart of Arbroath to lift both the town’s
    physical appearance and mood.
  • To act as a catalyst for further investment and increased confidence in the Town Centre
    Job Description
    POST TITLE: ACCT Project Development Coordinator
    CONTRACT TYPE: Fixed Term (3 years) (16 hours/week)
    REPORTS TO: ACCT BOARD
    REMUNERATION: £38,000 per annum (pro rata)
    Background and Job Purpose
    The Courthouse building, a landmark in Arbroath High Street, was successfully
    acquired in 2020 by the ACCT board via asset transfer. We are now seeking a
    highly motivated, success driven, and experienced manager to work with the ACCT
    Board and a variety of partners and volunteer groups, to develop and deliver a fully
    operational facility to ensure that this ambitious project meets the needs of the
    community and its visitors.
    This critical role will support delivery of social, economic and environmentally
    sustainable outcomes and uses of the Courthouse and drive and support the
    development of social enterprise. The post-holder must be a self-starter who is able
    to motivate and enable both themselves and others to deliver the agenda in an
    environment of conflicting demands and limited resources. Personal resilience and
    the ability to manage and deliver in a complex and often very diverse environment
    will be key to success.
    About You
    You are a proven leader with a passion for communities, possess excellent customer
    service experience together with expertise in creating a powerful team culture. You’ll
    use your great interpersonal skills to coach and manage your team, and to engage
    with your local community. Your strategic thinking will help create innovative and
    exciting ideas, your commercial awareness will refine your thinking, and your
    management skills will ensure they’re delivered. You communicate clearly and with
    confidence and professionalism, particularly in relationships with the community and
    partners and (most of all) when responding to the needs of the Courthouse
    customers and team. You’ll also be an analytical thinker with strong attention to
    detail, without losing track of the bigger picture. You can plan and delegate your
    decision making effectively across a team you will build, setting priorities and goals
    with support to meet deadlines
    Main Tasks
    To develop the business and manage the operations at Arbroath Courthouse
    Key responsibilities include, but not limited to:
  • Develop a Marketing plan to maximize exposure of the Courthouse complex and
    develop promotional activities.
  • Identify and help secure funding to enable important development work
  • Play a key role in the liaison with and in the monitoring of contractors during the
    redevelopment of the Courthouse at Phase 2 and Phase 3 of the project
  • Maintain the quality and reputation of the facility through promotion of operational
    excellence.
  • Management of revenue/ income and ensure value for money.
  • Deal with finance to ensure compliance with financial directives and funding
    requirements.
  • Effectively manages and leads the team at the Courthouse
  • Ensures all operating policies are followed.
  • Produces regular written reports on operational performance as requested by the
    ACCT Board.
  • Recognizes and nurtures volunteers and community involvement.
  • Maintains very good working relations with Tenants, Clients hiring spaces and the
    community.
  • Be a strong ambassador for ACCT representing the trust at events and meetings
    as required.
  • Maintains an excellent working relationship with the ACCT Board
    Required experience and knowledge
  • Degree level education or equivalent experience.
  • Proven experience and track record in community driven projects or similar
    relatable experience.
  • Extensive experience of identifying and securing grant funding
  • Proven previous management experience in a proactive, results driven
    environment.
  • Proficient in Microsoft Office and comfortable with developing new I.T skills
    Skills (Evidence based)
  • Excellent time management and organization skills with attention to detail.
  • Able to work in a self directed way, managing your own workload to provide good
    quality of support
  • Experience and understanding of social enterprise development.
  • Ability and confidence to motivate and develop community involvement to build
    capacity and project engagement.
  • Commercially perceptive and financially astute.
  • Can demonstrate an understanding of the value of community capacity/wealth
    building.
  • Experience of facilitating and developing skilled volunteer groups
  • Self-motivated and self-starter.
  • Outstanding interpersonal skills – ability to comfortably interact with
    representatives at all levels of organizations.
  • Ability to demonstrate tact and diplomacy in dealings with a broad range of
    clients, staff, partners, community, and suppliers.
  • Strong team player. • Proven motivational and leadership qualities.
  • Excellent communication skills – written, verbal and presentation.
  • Ability to think creatively and generate innovative ideas.
